Workgroup Administrator

In a recent forum posting, FRYAR1 said:

In earlier versions of Access you could keep the program on a restricted area of the server and prevent people from running the workgroup administrator program because they wouldn't have rights to be able to find the WRKGADM.exe file. With Access XP the workgroup administrator program is a command on the Tools--->Security menu. Therefore anyone with Access on their machine could run this and subscribe to or create a new .mdw (access workgroup file) and by-pass any users and logins and rights that were set in the previous .mdw file. Does anyone know if you can take this command out when installing it at the server or any other way to prevent users from running this command and subscribing/creating a new .MDW file.

Any insight would be very much appreciated.
