SQL Server Password Strength

In a recent forum message, a user wrote:

"I want to provide user access to an application running with an MS SQL 2012 backend. Can I make MS SQL 2012 demand passwords that are stronger than Windows password policies - for instance "MUST CHANGE" even though Windows doesn't demand it? I consider it correct that MS SQL can't be allowed to accept a weaker password but can I set MS SQL Passwords independent from Windows policies as long as they are stronger?"
